The Private Industry Council is the grantee of the Job Retention Advancement Rapid Re-Employment Program. November 1, 2003 was the beginning of the third grant year of the program.

PIC's Job Retention, Advancement, and Rapid Re-Employment (JRARRE) program in Westmoreland and Fayette Counties provides job retention support and/or advancement to better employment (increased hours, wages, or medical benefits) for individuals still receiving cash assistance TANF or who are at or below 235% of the Federal Poverty Level and are currently employed. If the individual's current job is lost, placement in another position is provided.

PIC enrolled over 200 individuals into the JRARRE program within the past year.

  • The JRARRE candidate is assigned to a case management specialist who determines eligibility. Upon enrollment, the client's plans and goals are set in place for one year.

  • Some skill enhancement/educational programs include training in computer technology, business accounting, secretarial, retail management, paralegal,CNA certification, cosmetology, welding and real estate.
Program Objectives:
  • Assist participants to retain current position
  • Enhance job performance
  • Provide training to advance to better employment
  • Rapid employment for those who lose their jobs
Program Guidelines:
  • Age 18 or older
  • Parent of a minor child
  • Working individual
  • Receiving TANF/or Gross income not exceeding 235% of Federal Poverty Income
  • Not enrolled in any welfare program
Your Case Manager:
  • Conducts Orientation
  • Helps develop a personalized employment plan for up to 1 year
  • Identifies any challenging barriers
  • Assists in career exploration
  • Keeps you motivated to succeed
Supportive Services:
  • Child care
  • Clothing allowance
  • Education expenses
  • Training costs
  • Transportation assistance
  • Budgeting
  • Health Issues
  • Additional services

-Incentives are paid for the client's participation in the activities listed.
