The PIC is the primary provider of the welfare-to-work programs and case management services in both Westmoreland and Fayette Counties. PIC's Welfare clients are referred by the Westmoreland and Fayette County Assistance Offices (CAO) and complete an enrollment/orientation period prior to being accepted in a welfare program. PIC administers the Employment, Advancement and Retention Network (EARN) program. This program provides educational and vocational training for the hard-to-serve, providing subsidized employment and paid work experience for participants on Temporary Assistance for Needy Families (TANF) assistance. PIC also contracts transportation services to focus on transporting Westmoreland and Fayette County residents to their places of employment and to child-care facilities. Over 900 individuals participated in the welfare programs during the fiscal year that ended June 30, 2007. |
